and though it is not entirely satisfactory, it was in the
present case unavoidable, and must continue until Mr. Leo-
-Jones returns from leave.

Mr. Melbourne draws, under
Colonial Office Rule No. 77, the whole of his own pay as
Chief Clerk at the Magistracy and half the initial
salary of Deputy Registrar and Appraiser. The remaining
half of the salary of Deputy Registrar and Appraiser is
lapsing to the Treasury, and as the present arrangement
throws additional work upon Mr. Woodcock, I recommend that
a quarter of the lapsing half-pay should be paid to him.
